The project is requested to be carried out in accordance with a collaboration model with the following schedule:
1. Dialogue conference 21.5.2015 at 10:30-14:30 hrs.
A dialogue conference with potential contractors (contractors, architects, consulting engineers, suppliers, etc.) is held in the Municipality Building in Aukra, the Municipal Council Hall.
The objective of the conference is to have a diaglogue with potential contractors/contractor groups on the aims of the project and how these can best be achieved in a collaboration between contractors and the contracting authority. The contracting authority will be particularly interested in contractors' points of view on the wanted contracting strategy and the implementation model.
Contractors can take part in ‘speed-dating’ after the dialogue conference with a view to optimal group compositions for the following Price and Design contest (point 2)
Interested parties can register for the dialogue conference on the basis of this notice to 3S Project AS' contact person by Monday 18.5.2015 at 12:00 hrs. All those who would like to participate ought to read annexes 1, 2 and 3 before the conference, so that the contracting authority's expectations for the project result and realisation model are understood. A detailed programme for the dialogue conference will be prepared and sent to all those who have registered.
2. Price and design contest - publication 27 May.
A notice in Doffin regarding a price and design contest with the following collaboration. The contracting authority would like to enter into a contract with a group (contractor, architect, consulting engineers, etc.) that, on the basis of the contractor's tender, can further develop the project in collaboration with the contracting authority in a collaboration phase, which shall result in a completed preliminary project. The agreement shall include the contractor's solution proposal and price, as well as the rules on how the final price shall be determined when the collaboration contract, after the collaboration phase, shall be replaced by a fixed price when the turnkey contract is signed.
The contest will be held in accordance with the following provisional schedule:
— 10.6.2015: Deadline for registration in prequalification
— 19 .6.2015: Invitation to prequalified tenderers to participate in the contest. A prior stated remuneration will be paid to those who submit a tender by the deadline.
— 31.8.2015: The tender documents will be distributed to prequalified tenderers
— 27.1.2016: Deadline for receipt of tenders
— 5.2.2016: The winner is selected
— 24.2.2016: A contract regarding the collaboration stage will be entered into
3. Collaboration stage March-June 2016
Result: Completed preliminary project and basis for the turnkey contract.
4. Approval by the municipal council of the preliminary project and the turnkey contract: June 2016
5. Construction phase: December 2016-May 2018
