Promna PLH300030 treatment in the area Natura 2000 Ostoja near Promna PLH300030 consisting of regrowth of trees and shrubs

The object of the order is to perform active protection procedures in the area Natura 2000 Ostoja near Promna PLH300030 consisting of tree felling

and shrubs, their regrowth with the removal of biomass.

The object of the order is carried out in the lobes of natural habitats 7230 Mountain and lowland alkaline bogs of the nature of hammer, sedges and mechs and 7140 Transition bogs and scraps (mostly with Scheuchzerio-Caricetea vegetation) in the area Natura 2000 Ostoja near Promna PLH300030.

The subject of the contract is the implementation of a protective action resulting from the plan of conservation tasks for the Natura 2000 Ostoja area near Promna PLH300030 (OJ. Woj. Wlkp. 2014, item 2115 as amended), carried out in the framework of the project POIS.02.04-00-0108/16 BC Protection of habitats and species of non-forest areas dependent on waters.

The Contracting Authority further provides for the possibility of increasing the basic order for the procedure performed by the following options:

(a) Option 1 — treatment on an area of 0.096 hectares on a register plot of no. 50, within Kapalica, Pobiedziska Municipality,

b) Option 2 — treatment on an area of 0.054 hectares on a register plot of 55, within Kapalica, Pobiedziska Municipality.

Information on the use of the option shall be provided to the Contractor within 10 days of the date of signing the contract at the latest.

The base range clipping area and options are marked on Annex 1 to the OPZ.

Scope and characteristics of the clippings:

(a) The felling is subject to all trees and shrubs (from juvenile forms, to adult copies) growing in the lobe of the natural habitat. Exceptions will be only copies to be marked with a tape to be left;

(b) Most trees and shrubs intended for felling are regrowths of annual and biennial willow Salix sp., black alder Alnus glutinosa and papillary birch Betula pendula;

(c) The sites of regrowth and large copies of trees and shrubs are indicated in Annex 2 to the OPZ;

(d) herbaceous vegetation (mainly common reed Phragmites australis) is also subject to removal;

(e) The area indicated in Annex No 1 determines the indicative extent of the natural habitat, but it is not the same with the surface occupied by trees

and shrubs subject to felling;

(f) The felling includes a lobe of natural habitat located in a terrain with a significant degree of humidity;

(g) Cutting should be carried out as low as possible on the ground surface — stumps can protrude up to a height of 3 cm so that in the future there is a possibility of use of bone sites after cut trees and shrubs. It is allowed to partially excavate larger trunks in order to cut them flush with the ground surface, subject to subsequent alignment of the site after the trunk is cut. Removal of juvenile forms can be done by manual plucking;

(h) As part of the subject of the contract, the contractor is obliged to remove the total biomass resulting from felling of trees, shrubs

and herbaceous vegetation and dead parts of plants (boughs, branches) falling under them, however, without being able to use it in business activities and without being able to place it on the market. An exception is a plot of No 51, where the wood is to be given to the owner of the land;

i) Work related to cutting and mowing needs to be done manually (hand saw, exhaust cougher, axe, sectator, etc.) in a way that will not cause violation and destruction of the substrate. For the export of biomass, such as a tractor and trailer can be used, without being able to drive it into the lobes of the natural habitat.

The felling will be carried out in the lobe of natural habitats under protection in the Natura 2000 Ostoja area near Promna PLH300030. The Contracting Authority absolutely requires that during the implementation of fieldwork do not allow the destruction of the substrate. It is unacceptable to use

with heavy equipment that could cause the above-mentioned destruction.

A technological belt that allows access to the lobe of the habitat will be designated by the Ordering Party prior to the start of work by the contractor.

The Contractor is obliged to carry out work in a way that prevents soil and water contamination with harmful substances: fuel, oil, etc. and, in particular, to equip all equipment with suitable sets (sorbents, sorption mats, etc.) to absorb spilled fuel or oil, and other technological fluids used in saws and other equipment used for manual felling and use of these measures in situations that require use (failures, repairs, refueling, etc.) to prevent contamination of the environment.
