The Geological Survey of Finland (hereinafter referred to as "GTK") will request your quotation for HSE software services (Health, Safety, Environment) and related maintenance services in accordance with this call for tenders and its appendices. The service to be procured shall include a section for identifying and assessing the hazards of the work, as well as for recording and managing safety observations and accidents. The service will be used by the entire GTK personnel, approximately 450 people. The program must function as a SaaS service implemented as a cloud service.

The service must be available to the subscriber by the end of July 2023.

Sub-offers will not be accepted, and the bidder must offer a package covering all areas, including options.

The service to be procured must include at least the following areas:

Sub-area 1) Identification of occupational hazards and risk assessment

Identification of work-related hazards and risk assessment, as well as documentation and monitoring of management measures and measures. The list of hazards takes into account the requirements set by the Occupational Safety and Health Act and the Occupational Safety and Health Supervision Act for the identification and risk assessment of work hazards. In addition, the client needs a section for identifying the hazards of work in foreign projects and assessing the risks. The subscriber can participate in the tailoring of this list of hazards.

Section 2) Safety observations

All GTK personnel (approximately 450 people) must be able to record safety observations in the service on a mobile device (Android and iOS). The service provides documentation, processing and monitoring of observations.

Subdivision 3) Accidents

All GTK personnel must be able to record accidents at work in the service. Only persons defined by GTK have access to sensitive information that may be related to accidents. The service provides documentation and handling of accidents. The service can also be used to retrieve filtered data on accidents that have occurred.

Subdivision 4) Chemical Register (OPTION)

The chemical register is used to manage the chemicals used in the organisation. Through the register, safety data sheets of chemicals are available and the chemical in use and their quantities are maintained there. The register also contains, for example, the hazard statements of chemicals. The tenderer shall be able to provide at least a chemical registry service with the characteristics described above, the possible deployment of which will be decided by the subscriber at a later date.

Sub-area 5) Assessment of financial, strategic and operational risks (OPTION)

Financial, strategic and operational risks can be assessed by organisation, and risk assessment is a requirement for every project at GTK. The implementation of the risk assessment may be similar to that of the hazard identification and risk assessment of work, but the contents of the checklist and the risk matrix are different. The provider shall be able to provide a risk assessment service with at least the characteristics described above, the possible deployment of which will be decided by the subscriber at a later date.
