Selection guidance - Data integration platform with finalities in care and research, incl. showcases in multiple sclerosis and heart rehabilitation

The purpose of the assignment is to build a “Data integration platform with finalities in care and research, incl. showcases in multiple sclerosis and heart rehabilitation”. In addition, the maintenance (not the operation) of the data platform, for two years from the completion of the construction of the platform, is part of the assignment.

The contracting authority is committed to the rapid building of data infrastructures that:

a) be deployable immediately to support and improve multidisciplinary care pathways. The contracting authority aims to accelerate the exchange of health data between the different actors of the care path, as well as a user-friendly and quick-interpretable visualization;

b) significantly accelerate the reuse of health data for research projects. In addition to accelerating, the contracting authority is also committed to safety and more computing power.

As the same challenges recur from a technical aspect across all multidisciplinary care pathways, the contracting authority is launching two very concrete lead use cases for this project, which can already be provided with the following explanations:

a) multiple sclerosis (MS) is a progressive and degenerative immune-mediated disease of the central nervous system. Symptoms depend on the site of damage (demyelination) of the nerve pathways and therefore the course of disease is unpredictable and heterogeneous. As MS is associated with impairment of physical (e.g. visual, cognitive) as well as psychological and social aspects, MS individuals are treated multidisciplinary. Because the disease is so variable, patient to patient treatment should be personalised;

b) cardiac rehabilitation (CR) and secondary prevention is currently a very fragmented and isolated event: the patient enters after hospitalization and stops rehabilitation after three to six months. This project aims to make cardiac rehabilitation a continuous pathway that starts with the diagnosis of heart disease, continues during hospitalization, than in an outpatient rehabilitation centre or tele-rehabilitation, and then a digital life. succession knows.
