1. The subject of the contract is the provision of fixed telephony services for State Administration Units (hereinafter referred to as "Units") listed in Annex 1 to the ToR, which is also a list of the Telecommunications resources of the Units.
2. The service will be provided using the POTS or / and ISDN stationary lines at the facilities of the State Administration Units, specified in the List of Telecommunications Resources of the Units (Annex 1 to the ToR).
3. The service includes:
1) providing all telecommunications connections necessary to perform all services specified in Annex 1 to the ToR;
2) phone calls.
4. A detailed description of the subject of the contract and the manner of implementation of the subject of the contract are set out in Annex 2 to the ToR, constituting the Description of the subject of the contract, and the relevant provisions of the contract constituting Annex 3 to the ToR, respectively.

5. Order for:
1) General Directorate for National Roads and Motorways, Branch in Bialystok will be co-financed from the Transport Action Plan project for 2019-2020 in the part implemented for GDDKiA with the number POIS.10.01.00-00-0302 / 19;
2) the Ministry of Culture and National Heritage will be co-financed by the European Union from the Operational Program Infrastructure and Environment 2014-2020 and from the Financial Mechanism of the European Economic Area 2014-2021;
3) The Ministry of the Environment will be co-financed by the European Union from the Cohesion Fund and the state budget under technical assistance of the Infrastructure and Environment Program as well as Norwegian and EEA funds from Iceland, Liechtenstein and Norway.
6. The Purchaser reserves the right to increase, decrease or change the number of individual services (including the right to change the number and type of lines), provided that the value of the contract is not exceeded. The change in the number of services applies only to the following situations:
1) liquidation of the Employer or part thereof,
2) increasing the number of connections depending on the needs of the Employer and the Contractor's technical capabilities,
3) changing the type of links depending on the needs of the Employer and the Contractor's technical capabilities,
4) liquidation of connections depending on the needs of the Employer, e.g. in the event of a change of the Employer's location.
7. The subject of this contract does not include services relating to:
1) emergency connections (with 112, 987, 999 etc. numbering),
2) lease / purchase of subscriber telephone exchanges (PABX), remote modules, exchange equipment cards, etc.,
3) lease / purchase of modems, gates, end devices, etc.,
4) leased lines between Units' facilities (for departmental communications),
5) Internet access,
6) lines on which other services are provided, i.e. Internet / DSL access, packet services,
7) fixed-line telephony services provided in the SIP TRUNK technology.
