TNW_FA_KJF - Replacement new building HPZ Rottal-Inn in Eggenfelden - Object planning of outdoor facilities incl. the necessary traffic route construction work (from Lph. 4)

The KJF building in Eggenfelden, built in 1983, houses the Rottal-Inn Curative Education Centre with the facilities of the St. Ruppert School for pupils with intellectual disabilities (lessons and sports use), a curative education day care centre, a school preparatory facility and an integrative kindergarten. The original plan to renovate the existing building was dropped due to an economic assessment. It was decided to build a complete (replacement) new building. The existing building must be completely demolished and then the ground for the new building must be prepared. The connection to the public development will be renewed and adapted to the new circumstances. There is an existing infrastructure, which can be used for the replacement new building.

The basic services of the service phases 4 - 9 of the service profile Object Planning Outdoor Facilities according to § 39 Abs. 3 in conjunction with Anl. 11 HOAI 2021 including the necessary traffic route construction work as well as the special service of monitoring the removal of defects within the warranty period.

For the interim solution (container school), the design planning and, if necessary, (partial) services of the work phases 6-8 are to be commissioned as an option.

Should the final vote with regard to the subsidies show that the school and day-care centre are to be accommodated in two buildings, a replacement new building may become two buildings, so to speak.

For the operation of the school during the construction period, the construction of a temporary container on an alternative plot of land will probably be necessary. For this purpose, partial planning services are required in addition to the object planning of buildings and interiors, technical equipment - HLS, technical equipment - ELT, structural planning and also from the field of object planning outdoor facilities.

For example, the outdoor facilities with barrier-free access, parking spaces, bus access, playground and, if necessary, enclosures are likely to become an issue.

Here, if necessary, planning services / partial planning services of Lph. 3 (design planning) as well as other services from work phases 6 - 8 onwards are necessary in order to upgrade the temporary provisional arrangement to such an extent that an orderly school or day care center operation is guaranteed.

The property is accessible from the northwest via Theaterstraße. Due to the increased building level due to flood protection, the terrain slopes to the north, west and especially south. In the southwest of the building, a spacious garden is to be created by a large distance to the property line. The entire garden and green area is to be equipped with appropriate play equipment. The comb structure of the building results in spacious courtyards that are to be used as playgrounds. The entire facility, including the outdoor sports facilities, is to be fenced in for safety reasons and provided with appropriate gates. The existing greening should be preserved as far as possible and sensibly supplemented with new plantings (for more details, see explanatory report). For this purpose, the results of the work phases 1 - 3 are already available.

The construction period, including planning and tendering, should be kept as short as possible due to the current cost increases.
