Stichting GlasLokaal intends to conclude an agreement with one supplier for the management and maintenance of the Fiber optic network as referred to in these registration guidelines. This European tender is carried out in accordance with the Procurement Act 2012. The tender is carried out on the basis of the open procedure. The contract will be awarded to the tenderer with the most economically advantageous tender based on the best price-quality ratio.
The GlasLokaal Foundation owns a fiber optic network in The Hague and a number of surrounding municipalities, which provides internet connectivity and mutual connectivity, in particular to schools in primary and secondary education. A more detailed description of the network can be found in Annex IX, Brief technical description of the network.
The tender includes the management and maintenance of the fiber optic network and the provision of all associated services, including resolving malfunctions, taking care of the network administration, handling click-through reports and carrying out mutations and reconstructions. At the moment, the management and maintenance of the fiber optic network, including administration and other related activities, has been outsourced. Upon termination of the existing agreement with the current administrator as of 1.1.2022, all tasks, as well as the entire network administration and the responsibility for performing mutations and reconstructions, will be transferred to the new administrator.
The Tenderer is requested to take care of the management and maintenance of the fiber optic network, as well as to carry out the desired changes in it in accordance with the provisions of these Tender Guidelines. The services to be provided must meet the Requirements and Wishes as formulated in Annex IV, Annex V and Annex VI.
