On the left bank of the Scheldt in Antwerp, a large part of the flood defences still needs to be raised to sigma height. The City of Antwerp has started drawing up the design for the public space in the zone "Scheldeboorden Noord". This is the zone that runs from the border St-Annabos-Esmoreitpark (Noordscheldeweg) to the border "Playground Charles de Costerlaan"-"ZAS Zeescouts aan de Stroom". In this zone, the line of flood defence, as it was drawn up at the time by the Vlaamse Waterweg in its vision paper, will be integrated. Since the realization of the new lock for the Linkeroever marina is not part of the assignment, the zone will be divided into 2 subzones. The part north of the marina has a length of about 1800 meters, the part south of the marina has a length of about 325 meters. Content of the assignment: Departing

The provision of assistance in drawing up the environmental permit application for the raising of the flood defences to sigma height in the Scheldt borders North zone of Antwerp Left Bank.

A preferred design has already been drawn up by the contracting authority for the increase of the flood defences in the zone of the Scheldt borders North in Antwerp Linkeroever. This zone goes from the border St-Annabos/Emoreitpark to the border of the playground Charles de Costerlaan/Zeescouts (ZAS). The total length is about 2150 meters. The flood barrier will be brought up to sigma height by a dike/flood barrier that will be integrated into the public domain and a sigma-height viewpoint will be built at the end of the Gloriantlaan.

The zone of the floodgate of the marina L.O. is not included in the study.

The services include :

- The complete total study and the detailed design of a viewpoint at the end of the Gloriantlaan (incl. appurtenances);

- The discussion, review and evaluation of the plans for the raising of the flood defences. This with the intention of discovering possible alternatives that can be included in the follow-up process of the study;

- Drawing up a project MER for the works;

- The preparation of an ADC report;

- Providing all other information necessary to complete the file for the environmental permit application (excl. Archaeology note and demolition follow-up plan).

All necessary consultation moments are part of the assignment.

The assignment is specifically divided into the following fixed and conditional parts, each with its own execution period:

- Fixed part 1: drawing up the final implementation design of the Gloriantlaan viewpoint;

- Fixed part 2: Evaluation of the preferred alternative;

- Fixed part 3: layout projectMER;

- Conditional part 1: drafting ADC note;

- Fixed part 4: Preparation of the complete file for the environmental permit application;
