The work that must be carried out within this assignment is generic for engineering firms that work within the civil engineering sector. The activities concern various services that together do not form a technical whole. For example, an assignment can be given for the development of a RAW specifications for the reconstruction of a road, or an assignment for management and supervision in the preparation of land for construction. This means that the requested work is an aggregated assignment.
The work to be carried out lies within the municipal boundaries of the municipality of Cranendonck and falls under its responsibility. The municipality could go through a separate tender for each partial assignment. However, in view of the value of the partial contracts, it is precisely chosen to place them in a framework agreement, so that this benefits the efficiency of the assignment. As a result, there is a merged assignment.
A framework agreement is entered into with two engineering firms. For each sub-assignment, a mini-competition is held between the relevant engineering firms, in which;
• fixed hourly rates are applied for various positions;
• the desks are asked for a statement of the number of hours to be used what is required to carry out the partial assignment
feeding;
• the registration sums of the partial assignment are determined by multiplying the fixed hourly rates by the
quoted number of hours to be used per function;
• the agency submitting the lowest tender price thus calculated is awarded the partial contract.
