The Norwegian Directorate of Health shall conduct a feasibility study on the production of antibiotics in Norway in collaboration with the Norwegian Medicines Agency, the hospital sector, the pharmaceutical industry, and other public and private interested parties.

A quantitative and qualitative market analysis shall be carried out which shall be a central part of this feasibility study and provide insight in the potential to produce antibiotics in Norway based on market data and market prognosis, an analysis with recommendations must be provided. This analysis must contain clear recommendations on which antibiotics are to be produced, in which volumes, and for which customers/markets. The analysis must also include sources and raw material costs as well as other information that is considered relevant by the consultant.
