The contract will be awarded at a fixed price of EUR 480,000 including statutory value added tax at the applicable rate and all ancillary costs. EUR 400,000 is allocated to the comparative examination, payment in five instalments and EUR 80,000 to the general report (final invoice).
The examination is based on the law regulating the local examination of municipal bodies in Hesse (ÜPKKG).
In the 155th Comparative Audit "IT Security" and the 200th Comparative Audit "IT Security II", the supra-local audit examined the technical, organizational and personnel measures taken by municipalities to maintain information security.
Municipalities are currently undergoing digital transformation more than ever. Based on the examination content and examination methodology of the previous examinations, a special focus is therefore to be placed on security and emergency management in the 249th Comparative Examination "IT Security III". For this purpose, a comparison is carried out to examine which technical and organizational IT security measures municipalities use to ensure the increasing digital internal and external administrative processes (such as implementation of the Online Access Act, e-government, inter-municipal cooperation, mobile working). The contractor also considers what precautions municipalities are taking to protect themselves from the increasing threat situations and cyber attacks (on administration, critical infrastructure).
The aim of the 249th Comparative Audit is to identify the need for action of the existing IT security organization of the municipalities under the aspects of legality, appropriateness and economic efficiency. Based on the results of the audit, recommendations for the further development of systematic information security are to be derived.
The contractor will also make findings on the budgetary situation, examine the formal treatment of the financial statements, examine the risk prevention of the corporations in order to avoid fraudulent acts and carry out the review from previous audits. Details can be found in the leaflet.
