The target of the procurement is outsourced payroll services and SaaS-HR systems to the University of Helsinki Real Estate Services Ltd.
The acquisition is divided into two parts:
1. Payroll services (organisation and provision of payroll services) together with the travel and access management system and
2. The HR system, which shall include the following sections:
- Maintenance of personal and employment life cycle data, including maintenance of training data
- Reporting related to the previous ones
- One-way data transfer to financial accounting (SAP S/4 Finance version 1610) and the IAM access register of the University of Helsinki.

- Competence management system
- Electronic signing of employment contracts
- Electronic archiving (option)
- Recruitment system (option)
- Time management system (option)
The provider is responsible for the delivery, maintenance and development of the HR system and payroll services
as described in the RFQ documentation.
The contract is divided into two parts, the tenderer may offer one or both parts.
If the same supplier is selected for both sections, the service agreements will be combined into one.
The procurement will be put out to tender in accordance with an open procedure.
