The reason for this tender by Port of Amsterdam is the need to add various functionalities to the existing MOBI Application, an application used by Dutch Seaports to carry out administrative processes in the context of the Port Security Act and "International Ship and Port facility Security" (ISPS). With the process of the Methodology for an Objective Security Inventory (MOBI), all tasks performed safely and reliably by the Competent Authority and the Port Facility Security Officer (PFSO) of ISPS facilities in one application are carried out safely and reliably.

The assignment consists of two sub-agreements, i.e.

1. The further development of the following functionalities in the existing MOBI application in the period 1 September 2022 to 31 December 2023:

- Ontheffingenproces

- Toelatingsproces

- Incidentenanalyse

- Cyber Security Audit Tool

- Port security assessment: process and management

- Port security plan: process and management

2. Maintenance and management for up to 10 years
