Description:
Framework negation for quality assurance of water survey services

The client intends to conclude a framework agreement for the quality assurance of all processes of water surveying in the administrative district of Stuttgart. The framework agreement is concluded for 2 years with the option to extend for a further 2 years. A certain delivery/service quantity is not guaranteed by the customer.

For the award of the services according to para. II.1.1, a negotiated procedure with competitive participation pursuant to § 17 VgV shall be conducted.

On explanatory documents that are provided by the tendering platform in accordance with Point I.3 can be downloaded free of charge, is referred to.

The Regional Council of Stuttgart (RPS) is responsible for the project management for updating the existing flood hazard maps (HWGK) in Baden-Württemberg.

The basis for the creation of the HWGK are digital terrain models, which are created from laser scan flight data and terrestrial water profile surveys.

To ensure a uniform quality standard in map production, a nationwide central quality assurance (QA) for terrestrial survey data is required.

In this context, the RPS intends to award the following services within the framework of quality assurance for terrestrial survey data (QS surveying):

The service provider to be commissioned (hereinafter referred to as the Contractor) coordinates the recording of the surveying requirements with other parties within the framework of the area-by-area updates, provides the quantity structure for the award of surveying services, coordinates the ongoing surveying work and then checks the results of the surveying services provided. For this purpose, the Contractor must participate in the updating of the data format GPRO and the specifications (LV) surveying, as well as in the preparation of the procedure for surveying services. Short-term requirements measurements, which are carried out via a framework agreement with a surveying service provider (framework agreement VM), must also be initiated or processed by the Contractor. The cooperation of the contractor within the technical project management HWGK and the advice of the project management on questions of surveying is required. The data output to external parties is to be taken over if this is not possible by the LUBW.

The Contractor is responsible for the quality inspection of the survey. Among other things, the following services must be provided:

- taking over and determining the needs of a survey;

- preparation and participation in tenders;

- Instruction of the surveyors including communication (e.g. answering questions of the surveyors, participation in on-site visits);

- receipt of survey data;

- Examination of the survey data, also in coordination with other actors, here: Quality assurance for the digital terrain model (QS DGM),

If necessary, request for corrections, incorporation of correction data into the data set, feedback to QS DGM;

- Auditing surveying with report on changes;

- Submission of finished data sets to QS DGM / LUBW;

- Preparation of an overview of all planned, ongoing and completed surveying projects.

Note on the order value:

The estimated total value according to point II.1.5 is based on derivations from the past. A projection onto the future is only possible to a limited extent. This is the maximum value (for 4 years). A certain delivery/service quantity is not guaranteed by the customer.
