The subject of the contract is to grant a loan within the meaning of the banking law in the amount of PLN 8,000,000.00 (eight million zlotys).

The loan intended to finance the budget deficit planned for 2023 in the amount of PLN -8,000,000.0 and is to cover capital expenditures carried out in 2023. In 2023, the capex plan amounts (after amendments) to PLN 64.2 million, the expected co-financing from the EU budget in 2023 in the amount of PLN -24.3 million, and the co-financing of investment tasks from GZM and other sources in the amount of PLN -25.5 million. The loan is intended to be used entirely to finance capital expenditure in 2023.

The loan will be secured by a blank promissory note together with a promissory note declaration.

The repayment is planned for the years: 2024-2033, while in 2024 it is planned to repay the amount of PLN 1.0 million in connection with the advance credit financing of the task co-financed from the EU budget in the form of: "Construction of sanitary and rainwater sewage system in the City of Wojkowice – Stage II" – the EU funding obtained in 2024 (reimbursement of expenses incurred in 2023) will be "returned" to the bank in the form of repayment of part of the principal.

Financing of part of the planned budget deficit in 2023 from the loan is planned in the budget for 2023 in the total value (after amendments) of PLN 8.0 million; As of the date of submission of this proposal, no long-term liabilities have been incurred in 2023. The proper implementation of the 2023 budget (in terms of revenue) requires this commitment. The planned value of the loan is PLN 9.0 million. The repayment of the loan (repayment of the principal) will start in 2024 in the amount of PLN -1.0 million and end in 2033 in the amount of PLN -1.2 million. The value of principal instalments (expenditures) has been planned in the currently applicable Long-Term Financial Forecast for 2023-2037.
