Arbeidstilsynet [the Norwegian Labour Inspection Authority] manages and develops internal professional applications that support Arbeidstilsynet's [the Norwegian Labour Inspection Authority's] work processes. As the need for management and development in this area is greater than the Norwegian Labour Inspection Authority's own employees can perform, the Contracting Authority must have the assistance of hired in consultancy resources for this work. The Contracting Authority wants to enter into six separate Framework Agreements (so-called parallel Framework Agreement), each with one to three service providers.

The competition is for the following 5 Framework Agreements (called lots):
Lot 1: Framework Agreement for the procurement of consultancy services in connection with project management:
Part 2: Framework Agreement for the procurement of consultancy services in connection with system architecture;
Part 3: Framework Agreement for the procurement of consultancy services in connection with management and development;
Part 4: Framework Agreement for the procurement of consultancy services in connection with data warehouse development/BI;
Part 5: Framework Agreement for the procurement of consultancy services in connection with interaction design;
Part 6: Framework Agreement for the procurement of consultancy services in connection with test.
Tenderers can submit tender offers for one, multiple or all parts of the competition. The Contracting Authority will carry out separate evaluations of the various parts, so that a a service provider may be awarded no, one, more or all parts of the competition.
