The present order concerns the supply, installation and commissioning of diftar equipment with an access control, registration and payment system (hardware and software with a view to automation) for the supply of sorted waste fractions to Verko's recycling parks. The assignment also includes an extensive maintenance and repair contract with sla (service level agreement) for a period of 10 years on both the material elements that make up the system and on the software necessary for correct operation.

The assignment is primarily intended to maintain the existing operation of the recycling parks, whereby the existing diftar equipment is replaced and the new software is put into use. In addition, the software allows weighing platforms and/or weighbridges to be added to the recycling parks where this is possible in the short or medium term, whereby pricing by weight instead of volume becomes possible. The software also integrates a reservation system in which the citizen can make a reservation from home and online for a recycling park visit on certain days during certain time slots. In addition to paying by bank card, the payment terminal also allows payment via payment app.

The diftar equipment consists of an entrance column with barrier, hand terminal, payment terminal, exit column with barrier, local server and optionally one or more weighbridges with barrier and one or more weighing platforms for containers. The software must make it possible to easily adjust population data, tariffs, etc. and create targeted reports. The operationalisation of the installation, training of the staff and the maintenance and repair contract with service level agreement is also included.

The tenderer shall take into account that the optional weighbridges and weighing platforms, if this option is taken, will not be ordered at the time of the award of the contract but only at a later stage. The prices are adjusted when ordering according to the indexation formula in article 10.2. Other items can also be ordered at a later stage where the prices are adjusted when ordering according to this indexation formula.

The procedure chosen is the open procedure.

This contract is not divided into lots.

One variant per tenderer is permitted where the tenderer proposes an alternative solution that meets the intended effect. However, the commissioning board may reject the proposed variant if, in their opinion, it does not meet the intended effect.
