The procurement concerns a framework agreement for procurement assistance.

Øvre Eiker kommune is acting as the host for this competition where multiple Contracting Authority’s collaborate on a joint notice. The framework agreement comprises project management of procurement processes for different types of procurements. The objective of the framework agreement is to cover the Contracting Authority’s need for procurement assistance.

The result of each call-off shall lead to the implementation of a competition for goods or services in accordance with the Public Procurement Regulations and in accordance with the Supply Regulation. The assignment will end when all appeals have been responded to and when the Contracting Authority has received archive packages to be archived. The Contracting Authority can also perform call-offs for procurement assignments that are not specified in the fixed price. These are remunerated at current hourly rates.

Separate contracts will be signed for each participant with one service provider.

The participants can of course carry out call-offs in their own municipality as needed, but when multiple municipalities combine for a procurement, the municipalities will be responsible for the competition and carry out the call off.

The tenderer then provides assistance to the municipality that carries out the call-off. Joint procurement shall be invoiced according to fixed price as an assignment and is a basic package. Extra participants will trigger ‘supplement for extra participants’ in accordance with the price form.

The contract extent is at all times dependent on the Contracting Authority's grants and need. If a tenderer relies on other suppliers’ qualifications, a commitment statement is required that demonstrates the tenderer’s authority over the resources.
