The purpose of the market concerned is to finance the extraordinary municipal expenditure, of variable amount and duration, entered in the 2018 budget and any budget changes, as well as the related services, which must be able to be provided throughout the duration of the contract.

According to the budget estimates the drawing right for the year 2018 amounts to a total amount of EUR 3 654 345,29. The tenderer's attention is drawn to the fact that this is a provisional amount and that the drawing right will be exercised for the financing of only investments definitely committed during the financial years concerned, without this entitling him to the awarded the contract to any compensation.

As an indication and without this indication in any way binding the contracting authority, the right to draw is considered to be divided into 3 categories. A category contains funding of the same duration:

- category n o 1: 5 years duration - fixed rate. Estimated runtime: 358,005,65 EUR,

- category n o 2: duration 10 years - fixed rate. Estimated runtime: 779,315.99 EUR,

- category n o 3: duration 20 years - fixed rate. Estimated drawing: EUR 2 517 023,65,

- Frequency of allocation of interest and booking commission on the credit opening: quarterly,

- periodicity of the amortization of the capital and the allocation of the interests: semiannual for the interests and semiannual for the capital,

- type of capital amortization: progressive tranches (constant annuities).

According to Article 42, §1, 2 o of the law of 17.6.2016, the contracting authority may repeat the contract, in agreement with the successful tenderer, for a period of three years after the conclusion of the initial contract.
