On 21 December 2017, the Administration of Spatial Planning and Housing of the Brussels-Capital Region issued a unique permit authorizing the renovation, transformation and extension of the Domaine du Neckergsgat as well as its restoration based on the reference period 1939 — 1945 and a minimum programming of:
- 25 SRM beds + 15 places at the Day Care Centre in the hospital wing (B1);
- 60 MRS beds in the new building (B5);
- 8 dwellings (Residence services) at the castle (B3);
To do so, the single permit authorizes:
- The demolition of the link wing between the castle (B3) and the hospital wing (B1) as well as the archival buildings, the two greenhouses and the director's house;
- The removal of the top floor of the castle and its annexes as well as the restoration of its outer envelope;
- Restoration of the outer shell of the outer wing and the realization of a new south glazed facade;
- Construction of a new building (B5) leading towards the entrance area;
- The development of a landscaped park throughout the site.
The building indicated in the yellow border on the annexed plan referred to as' FONPAVO '(B4) is not the subject of this contract and is therefore excluded from this contract with the exception of the acts defined in the technical clauses allowing the continuity of operation of the said building during the different phases of the work.
It is clearly stated that in accordance with the provisions of this special specification, the phase of the work and their respective deadlines are essential data of this contract in order to ensure continuity of the operation of the establishments which will remain operational throughout the implementation of the renovation project. and construction.
This European works contract covers the operations described in the urban planning permit of 21 December 2017 allowing the renovation, transformation and extension of the Domaine du Neckersgat, Avenue A. Reisdorff at 1180 Uccle.
The said operations shall be subdivided into batches as follows:
- LOT 1: Demolition, renovation, conservation, construction and exterior developments of the site of Domaine du Neckersgat;
- LOT 2: Supply and installation of an equipped industrial kitchen
- LOT 3: Installation supply; maintenance 'omnium' for 4 years and certification of elevators;
Market Phasing:
The phase defined in this specification corresponds to the data that the entire site will remain operational as MR (FONPAVO) and MRS (B1) during the entire execution of this contract.
The phase-out of operations and their turnaround times are therefore essential data to ensure continuity of care and services for residents and staff remaining active on site:
In order to respond to the above constraints, the following phase is defined as follows:
• Phase 1A: Completion of the B5 and adjacent approaches (approximately 1/3 of the park);
• Phase 1B: Demolition of the B2 and construction of a temporary fire highway to provide access to the rear of the parcel;
• Intermediate Phase 1C: Completion of the western portion of the buried logistic gallery and the final fire highway development and half of the new roundabout near the B5;
• Phase 2: Renovation of buildings B1 and B3 and finalization of the landscaped park.
