Loire Ocean Developpement (LOD) is the contracting authority for the development of the ZAC Ouest Centre-Ville - Marais district as part of a concession agreement with Nantes Métropole, following the transfer of HABITAT competence from the City of Couëron to the Urban Community of Nantes Métropole in 2010.

This development operation is divided into several operational phases. All phases of the BIA have been completed with the exception of Phase 4. During the steering committee meeting in July 2022, the resumption of the fourth and final operational tranche was recorded. The purpose of the mission is to retain an urban, landscape and operational project management for the realization of the last operational phase of the ZAC.

The formation of a group is compulsory. It will consist of an urban planner (representative of the group), a VRD project manager and a landscaper.
