The Education and Skills Funding Agency (ESFA) wishes to procure a new off-site construction framework for the design and build of component secondary schools to support its educational infrastructure delivery programmes and other initiatives. The ESFA envisages that the framework will support both block replacement schemes and a number of whole school schemes. The ESFA is likely to be the main client of this proposed procurement, although the framework will be made available to other responsible bodes in the education sector, for example Local Authorities, academy trusts and other educational institutions/bodies. The Education and Skills Funding Agency (ESFA) is the Department of Education's delivery agency for funding and compliance, which includes supporting the delivery of capital building programmes for schools. Any services procured by the ESFA are procured on behalf of the Secretary of State for Education.
The ESFA intends to appoint 3 primary contractors to the framework agreement for this lot. Subject to the provisions set out in the procurement documents the 3 successful bidders will each deliver 1 identified scheme. The estimated total value of the initial 3 secondary school block schemes is 20 000 000 GBP. The framework also allows for the introduction of future secondary school schemes up to a maximum value (including the named schemes) of circa 250 000 000 GBP, which will be subject to the mini-competition procedure set out in the framework agreement. Future schemes may be located throughout England.
The ESFA intends to appoint 3 contractors to the framework agreement for this lot — 2 primary contractors and a reserve contractor. Subject to the provisions set out in the procurement documents the 2 primary contractors will deliver a group of up to 8 secondary school block schemes split into 2 batches (roughly geographically) (Batch A and Batch B) and the highest scoring of the 2 primary contractors will be given first preference of which batch to be awarded. The estimated total value of the initial 8 secondary school block schemes is 15 000 000 GBP. The framework also allows for the introduction of future secondary school schemes up to a maximum value (including the named schemes) of circa 50 000 000 GBP. These additional schemes will be open to the primary contractors and the reserve contractor and subject to the mini competition procedure set out in the framework agreement. Future schemes may be located throughout England.
