The state capital of Hanover still has a significant need to build new daycare centers in the various city districts. In the medium term there is a need for at least 12 new day care centers. There are currently plots of land available at 5 locations, on which a 4-group daycare center can be built. In order to build on at least these locations quickly, the state capital has opted for a PPP procedure using Section 3a EU Paragraph 3 No. 5 of the VOB / A. The services of the PPP partner include the planning and turnkey construction of the buildings. The creation of the outdoor facilities, the financing during the construction period, the final financing of the construction work and the maintenance services within the warranty periods are also part of the scope of services. The 1 + 4 daycare centers are to be handed over to the client ready-to-use in the period from July to the end of November 2023.

The state capital of Hanover intends initially to have a 4-group daycare center built at the Petermannstrasse, Badenstedt district in Hanover as part of a PPP owner model. The 4-group daycare center with a NUF of approx. 831 m 2nd is to be designed for 80 children and is to be built turnkey. The redesign of the outdoor facilities is also part of the order. In addition to the construction work, all necessary planning services must be performed. The state capital expects a comprehensive overall offer for planning, construction and financing services as well as for maintenance services in the extended warranty period. The financing services include interim construction financing and final financing. The GIK is to be amortized 100% by means of final financing without objection over 20 years after acceptance of the construction work. The client initially carries out a negotiation procedure in accordance with VOB / A, § 3 EU No. 3 for the daycare center at the Petermannstrasse location in accordance with VOB / A § 3a EU, Paragraph 2, No. 1b and 1c after a Europe-wide public participation competition. The provider, who receives the most economical offer in this process, will be instructed to implement his basic design on the 4 remaining locations by November 2023 at the latest, using negotiations according to § 3a EU Paragraph 3 No. 5 of the VOB / A without a new participation competition . In addition, a further assignment to set up the type day care center at other locations is permitted within 3 years after the initial assignment at the Petermannstraße location.
