The purpose of this Framework Agreement is to select the company or companies that will provide corporate voice, data, mobile telecommunications services, special numbering services and Internet access during its validity and to establish the procedural and execution conditions for the contracting derived from the same. The scope of this Framework Agreement includes all the managements, the districts, the municipal institutes and the companies in which the council has a stake that are indicated in the specifications. It also includes other entities that can optionally benefit from the conditions of the Framework Agreement.

Contracting of the company that will provide the fixed voice communications services and systems of all the centers (corporate voice network and non-corporate voice network) and data services.

Lot 1 is subdivided into two sublots that will be awarded to the same successful bidder. In this way, two separate contracts will be made for each sub-lot: sub-lot 1A: services and fixed voice systems and data services, and sub-lot 1B (technological endowment L1): economic endowment to allow meeting the ordinary needs for the acquisition of telecommunications services and materials due to the dynamism and transformation of the municipal body.

Mobile data and voice communication services.

Centralized Internet access services.

Lot 5 is subdivided into two sublots that will both be awarded to the same successful bidder. In this way, two separate contracts will be made for each of the sublots: sublot 5A: distributed Internet access service, sublot 5B (technological endowment L5): economic endowment to allow it to meet the ordinary needs for the acquisition of telecommunications services and materials by itself dynamism and transformation of the municipal body.
