The contracting authority would like consultancy assistance to carry out a socio-economic analysis that shall assess the usefulness of accessibility and the use of marine geodata in Norway.

The analysis shall be carried out in accordance with the "Veileder i samfunns-økonomiske" analyser (Guidelines for socio-econmic analyses) issued by DFØ and the "Rundskriv R-109/2014" (Circular letter R-109/2014) issued by the Ministry of Finance.

The tenderer will be responsible for preparing the analysis. The contracting authority will contribute with specific branch competence.

The contracting authority would like to have a good basis to assessing the quality of the tenders. The contracting authority therefore requests that descriptions are made for 2 analyses of different quality, of which 1 is a description of an analysis that is sufficient in accordance with DFØ‘s guidelines. The other description must be an analysis that the tenderer believes is of optimum quality. The contracting authority will use these 2 descriptions to assess the quality of the tenders. When the contract is signed, the parties will agree on what level of quality the analysis shall include.
