The territorial climate-air-energy diagnosis of the Béthune-Bruay Artois Lys Romane agglomeration community, carried out within the framework of the resulting laws and schemes, briefly recalled below, highlighted the major challenges of the territory: reduction of energy consumption, development of renewable and recovered energies, reduction of greenhouse gas emissions, carbon storage of the territory, etc. To do this, one of the major actions undertaken by the territory is the development of an energy strategy for public assets, in particular for communities within the perimeter that do not have sufficient technical or financial means. The energy audit is a prerequisite for the preliminary draft in the project management phase, and for the implementation of energy accounting.

Form of contract: order form with maximum. Award of a single market. Total amount of services for the duration of the framework agreement: maximum EUR 300,000.00 excluding VAT.

Services divided into four phases:

- phase 1 - carrying out the inventory,

- phase 2 - realization of energy recommendations,

- phase 3 - preparation of the financial report,

- phase 4 - preparation of the study report.
