The Technical Service of the City of Pori requests offers for the 288-seat/12 group daycare unit for early childhood education and care implemented for the needs of the education sector in accordance with this call for tenders and its annexes (Note: deviates from the project plan in terms of scope).

The contract form is a KVR contract. The contract is carried out as a total price contract so that the contract is tied to the construction cost index. 100% of the index change is taken into account, the index change can both increase and decrease the contract amount. This is a KVR contract (total responsibility construction, i.e. turnkey – delivery) and the tendering procedure is organised in an open procedure. The KVR contractor acts as the main contractor of the site and as the main contractor in accordance with the legislation. The contractor is responsible for the design and implementation of the site and for the related overall coordination, including the application for a building permit and other possible permits.

The building will be fully designed and executed in accordance with the tender documents so that the site can be properly approved for use and received.

Description of the item:

The project will build a new daycare centre building with yard areas. The functionality of the building has been subject to requirements in accordance with the Act on Early Childhood Education and Care.

The aim is to build modern, comfortable and safe spaces in accordance with official regulations for the needs of the new pedagogical plan for early childhood education and care in the Education Sector of the City of Pori and the basics of the early childhood education and care plan 2022 (Finnish National Agency for Education). The implementation of the project must take into account, for example, lifecycle economic, cost-effective, occupational safety and health measures and measures required for sustainable development.

The construction site is YO1 plot no. 6, Palokuntapuistokatu 6, 28130 Pori. On the same plot is the Uusikoivisto school (1-6 grades), which will continue to operate throughout the project and then normally. The KVR project also includes the restoration of the school yard area for the Uusikoivisto school yard area in so far as the school loses bicycle storage facilities, sports and sports facilities and parking spaces.

The subscriber evaluates, with the criteria set out in this RFQ and in the attachments, all offers submitted.

Tenders submitted in response to the invitation to tender and otherwise accepted shall be the most economically advantageous. The weightings of total economy are determined by 40 % of the weighting of the bid price and 60 % of the qualitative elements of the tender.

The language for interaction, design and implementation of the project is Finnish.
