DFS Deutsche Flugsicherung GmbH (DFS) intends to conclude framework agreements for the "full-service leasing" of both personally assigned and non-personal service vehicles (pool vehicles) for private and/or business use in Europe. This award procedure covers the procurement of new vehicles and their transfer to DFS (including transfer to DFS Group companies) via car leasing models. In addition to the vehicles themselves, vehicle-related services relating to motor vehicles are largely transferred to the contractor within the framework of a "full-service leasing". DFS is the owner of all vehicles during the leasing period.

DFS's fleet currently consists of approximately 330 leased vehicles. Approximately 250 personal and 80 non-personal vehicles are used at DFS sites throughout Germany.

The provision of vehicles at official conditions is desirable.

The provision of all vehicles takes place in "full-service leasing". Vehicles that meet efficiency class A or better in hybrid or fully electric design can be selected. A steady expansion of the leasing offer, especially with regard to electric vehicles or alternative drives, is urgently expected.

Vehicles are also intended for use at DFS sites as pool vehicles. These are, on the one hand, vehicles of the middle class / compact class corresponding to the VW Passat or BMW 3 Series or company vehicles of equivalent type, station wagon, four- or five-door, CO2 efficiency class A or better, emission standard at least Euro 6 or comparable in hybrid or fully electric design and on the other hand motor vehicle as a panel van corresponding to the Mercedes-Benz Vito, Volkswagen Transporter or Multivan or vehicle of equivalent type, CO2 efficiency class A or better, emission standard at least Euro 6 or comparable in fossil, hybrid or fully electric design.

The vehicle leasing takes place as kilometer leasing without down payment and without final payment including full-service services.

Individual leasing contracts concluded on the basis of the framework agreement generally have a term of 24 months. Terms of 12 or 36 months can also be agreed.

With a term of 12 months, this results in a maximum procurement number of 1,320 vehicles within the contract period of 48 months.

The beginning of an individual leasing contract is the time of handover of the vehicle to the lessee. The individual call-offs are expected to take place in the years 2024 ff. The average mileage is about 30,000 km per vehicle per year.

In addition to car leasing as mileage leasing, all other services are also transferred to the contractor (see inter alia full services).

DFS strives to provide authorised users with the greatest possible flexibility with regard to configuration when making a vehicle available. This requires a flexible, individual configuration of the vehicle by the future user himself before the respective retrieval.

The full services must include at least:

- Workshop service (workshop network in Germany and Europe),

- Tyre service (workshop network in Germany and Europe),

- UVV Management,

- Tankkartenmanagement,

- home charging facilities and their billing,

- Car insurance incl. vehicle cover letter (incl. other European countries), legal expenses insurance and claims management,

- handling of road tax,

- handling of the contribution service (broadcasting fee),

- nationwide registration of motor vehicles,

- provision of interim vehicles.
