The contract shall cover the need for consultancy support in the preparation of this Concept Study (KVU) for possible Røa tunnel. The purpose of a concept study is to ensure that investment decisions in Oslo are subject to real political control and that the best solutions for the municipality are chosen. This concept study is a political order from Oslo Municipality's Byrådsavdeling (Urban Department) for environment and communication/traffic)(MOS). Røa is under stress by through traffic along Griniveien/Sørkedalsveien. This order involves a desire for urban development and good urban spaces for cyclists and pedestrians, as well as low accident risk.

The concept study shall address the conceptually different solutions for central Røa, to improve the situation. Different tunnel options shall be considered in relation to the open road alternative.

If it is necessary to provide a team to ensure good implementation of the KVU, service provider can tender for this. The assignment shall be carried out at service provider's/providers'location as BYM has not got available office space.
