Description:
Collection and management of grates, sandbox contents, stabilized sewage sludge, produced by ZPWiK Sp. z o.o. in Zabrze

The subject of the contract is the collection and management of scraps, sandbox contents, stabilized municipal sewage sludge, produced by the Ordering Party, i.e. ZPWiK Sp. z o.o. in Zabrze. The subject matter of this contract is divided into three parts:

— part I – Collection and management of grates produced by the Ordering Party, i.e. ZPWiK Sp. z o.o. in Zabrze (waste code 19 08 01):

— part II – Collection and management of the CONTENTS of SANDBOXES manufactured by the Ordering Party, i.e. ZPWiK Sp. z o.o. in Zabrze (waste code 19 08 02):

Acceptance and management of SKRATEK manufactured by the Ordering Party, i.e. ZPWiK Sp. z o.o. in Zabrze (waste code 19 08 01)

Collection and management of grates from the facilities of ZPWiK Sp. z o.o. with a total amount of about 400 Mg / 12 months of waste, including: ŚRÓDMIEŚCIE TREATMENT PLANT, J. Pestalozziego 10, Zabrze, MIKULCZYCE TREATMENT PLANT, Leśna 168, Zabrze, SEWAGE PUMPING STATIONS located: 10 Na Piaskach Street, 11 Jagodowa Street, Grunwaldzka b.n., Kawika b.n., Filtry 1 Street.

Taking over responsibility for the management of the seized waste in accordance with Article 27 paragraph 3 of the Act of 14 December 2012 on waste (consolidated text, Journal of Laws of 2022, items 699, 1250 of poźń.zm) - in the content of the SWZ as the "Waste Act".

Properties of waste:

The collected waste is marked in accordance with the waste catalog specified in the Regulation of the Minister of Climate of January 2, 2020 on the waste catalog (Journal of Laws of 2020, item 10).

Under normal weather conditions (without precipitation), the supply of grates from both treatment plants will take place on an ongoing basis (on average 1 to 2 times a week in the amount of about 10 Mg). In the event of intense precipitation, the possibility of temporarily exporting an increased amount of waste is reserved.

Waste generated in the ŚRÓDMIEŚCIE and MIKULCZYCE sewage treatment plants, as well as in sewage pumping stations, may not meet the criteria for allowing waste to be landfilled with non-hazardous and inert waste, mainly due to the increased value of dissolved organic carbon (RWO).

Collection and management of THE CONTENT OF SANDBOXES manufactured by the Ordering Party, i.e. ZPWiK Sp. z o.o. in Zabrze (waste code 19 08 02)

Collection and management of the contents of sandboxes from two sewage treatment plants of the Ordering Party, with a total amount of about 700 Mg / 12 months of waste: ŚRÓDMIEŚCIE TREATMENT PLANT, J. Pestalozziego 10, Zabrze, OCZYSZCZALNIA MIKULCZYCE, Leśna 168, Zabrze.

Assuming responsibility for the management of the seized waste in accordance with Article 27(3) of the Waste Act.

Properties of waste

Under normal atmospheric conditions, the supply of sand from both treatment plants will take place on an ongoing basis (on average 1 to 2 times a week in the amount of about 10 Mg). In the event of intense precipitation, the possibility of temporarily exporting an increased amount of waste is reserved.

Waste generated in the ŚRÓDMIEŚCIE and MIKULCZYCE sewage treatment plants may not meet the criteria for allowing waste to be landfilled on non-hazardous and inert waste.

Collection and management of STABILIZED MUNICIPAL SEWAGE SLUDGE produced by the Ordering Party, i.e. ZPWiK Sp. z o.o. in Zabrze (waste code 19 08 05)

Collection and management by the Contractor of waste in the form of stabilized municipal sewage sludge (hereinafter referred to as sewage sludge) from two sewage treatment plants of the Ordering Party, with a total estimated amount of approximately 13,000 Mg / 12 months of sludge, including:

a) ŚRÓDMIEŚCIE, 10 J. Pestalozziego Street, Zabrze

- the place of waste collection by the Contractor in the amount of approx. 75% of the total waste is located in the places of waste generation in the sewage treatment plant (transport to the place of development lies with the Contractor),

- the place of waste collection by the Contractor in the amount of approx. 25% of the total waste is located at the place of development (transport to the place of development is on the side of the Ordering Party),

b) MIKULCZYCE, Leśna 168, Zabrze

- the place of waste collection by the Contractor in the amount of 100% of the total waste is located at the place of management (transport to the place of development is on the side of the Ordering Party).

Remark! The amount of sewage sludge (in Mg) is given without conversion to dry matter.

Taking over responsibility for the management of the seized waste in accordance with Article 27(3) of the Waste Act, taking into account the principles of Article 96 of the Waste Act.

Requirements for the management of sewage sludge:

The Contracting Authority allows all methods of managing the collected sewage sludge, using all possible and available technologies and methods of their processing at a given time, including to the extent specified in Article 96 paragraph 1 of the Waste Act, provided that the Contractor ensures full compliance of such activities with generally applicable laws, including the objectives, conditions and principles of waste management specified in the Waste Act and executive regulations to of this Act, provided that the Ordering Party is allowed to control.

Storage of sewage sludge taken over shall be excluded.

The method and place of processing the collected sewage sludge planned for implementation by the Contractor should be consistent with the permits and authorizations to dispose of the land held by the Contractor and specified in the Contractor's offer (subject to the permissible updates and changes of land provided for in the SWZ or the Agreement provided for in the use of sewage sludge).

The Contracting Authority requires that the Contractor not intending to use municipal sewage sludge, in accordance with Article 96 paragraph 1 of the Waste Act, has at its disposal at least one 3-axle hooklift vehicle enabling loading and transport of waste, equipped with a vehicle monitoring and location system based on GPS technology.

The Contracting Authority requires that the Contractor intending to use municipal sewage sludge, in accordance with Article 96 paragraph 1 of the Waste Act, in the R10 recovery process, has at its disposal at least 2 3-axle hooklift trucks and a tractor, equipped with a vehicle monitoring and location system based on GPS technology, as well as devices and technical equipment enabling the current management of sewage sludge immediately after their delivery to the place of management and their even distribution on the site of management surface of the ground and immediate mixing with it.

The Contractor should ensure that the cleanliness of the vehicle (tires / chassis) together with the container is maintained.

The contractor should ensure the possibility of unloading in the area intended for waste management.

In the case of taking over sewage sludge by the Contractor for the purpose of their application specified in Article 96 paragraph 1 of the Waste Act, in the R10 recovery process, the Contractor should also be provided with another (in accordance with the Waste Act) reserve method of sludge management, in the event of periodic or temporary inability to use in the recovery process the above for approx. 30% of the estimated amount of waste generated indicated in the SWZ. Indication of the reserve method of sludge management should be given in the Contractor's offer. The need to implement a reserve method of sludge management will not affect the price of the service set in the contract, in particular it may not lead to its increase.
