Proxy infrastructure with web filter and antivirus solution.

The LDI operates a nationwide network of authorities (rlp network) on behalf of the state of Rhineland-Palatinate. Part of the task is to provide a central proxy environment for secure access to the Internet, NdB (federal network) and various zones in the rlp network.

For this purpose, the LDI now operates several proxy systems with a web filter function for approx. 30,000 users, which serve as an interface between the individual networks.

This proxy environment should be updated. The performance must be increased and the functionality must be ensured with an antivirus solution and a web filter solution that protects customers from viruses, Trojans, worms, spy software and other malware. In addition, the solution should be modularly expandable.

The rlp network is a comprehensive, high-availability, high-performance communication network that serves the data communication of the Rhineland-Palatinate state administration.

The subject of the present tender documents is the addition of this area-wide network platform to proxy server components with web filters and antivirus functions.

As part of this award procedure, proxy server components in high-availability mode of various sizes are advertised for 2 locations in Rhineland-Palatinate. The locations are in the urban (Mainz) area of Rhineland-Palatinate. In addition to the operational implementation of the proxy server components, the necessary delivery of hardware and software including maintenance and care is the subject of the tender. In addition, the bidder is expected to find a solution that should include explanations of how the LDI requirements are implemented.

An increased focus in awarding contracts is on the one hand on the economic viability of the solution to be offered and on the other hand on the performance features to be made available, which must not restrict the operation of the network platform for both data transmission and real-time applications.

The corresponding hardware appliances for the operation of the systems to be physically separated are to be described in their entirety in the offer and to be priced. The hardware appliances offered must meet the requirements for dimensioning. The bidder is requested to offer maintenance and support in addition to the one-time leasing of the hardware, software and the associated licensing.

The most economical overall solution is decisive for the award.

The contractual relationship that comes about with a contract is advertised as a framework agreement and has a basic term of 3 years. This basic term is extended a maximum of 2 times by a further contract year, unless the client terminates the contract at least 3 months before the term expires. The maximum contract term is therefore 5 years.
