PA VSFQ10/23/D2 - Open procedure for the conclusion of a framework agreement with a single economic operator, pursuant to art. 54 paragraph 3 of Legislative Decree. 50/2016, lasting two years, with the option of renewal for a further two years, for the supply, transport and unloading at the warehouses of the Authority of 20 kg bags. of traditional bituminous conglomerate for the needs of the technical services of Department II "Viability and Mobility" - CIG: 977722989B.

The tender will be held through an open procedure pursuant to art. 60 of Legislative Decree no. 50/2016, with the criterion of the lowest price, lower than that set at the base of the tender, determined by a discount on the price list pursuant to and for the purposes of art. 95, paragraph 4, lett. b) of Legislative Decree no. 50/2016, since it is a supply with standardized characteristics.

This procedure concerns the conclusion of a framework agreement with a single economic operator pursuant to art. 54, paragraph 3 of Legislative Decree 18.4.2016, n. 50 on the basis of which to entrust, following specific contracts, the supply of transport and unloading at the warehouses of the Ente di conglomerate a medio tipo in bags of 20 kg for the maintenance of the provincial roads of the Metropolitan City of Rome., as established in detail in the Special Specifications.

This Framework Agreement, in accordance with the aforementioned Article 54, establishes the type of reliable services and the related conditions, the duration of the framework agreement and the total expenditure ceiling within which the services covered by this Agreement may be entrusted. The conclusion of the framework agreement shall in no way commit the contracting authority to contract services within the limits of the amount defined in this framework agreement, nor is there a guaranteed minimum amount.

The Contractor is bound to the execution of the supplies that, according to this agreement, will be requested with specific application contracts / descendants of the contracting authority whatever the final total amount of the application contracts themselves within the limits defined by this framework agreement. The Successful Tenderer shall have nothing to claim in relation to this framework agreement until the Administration gives rise to the application contracts. It will also not be entitled to request further sums if the full amount of the agreement is not paid through Supply Orders.

Pursuant to and for the purposes of paragraph 2 of the aforementioned article 54, the contracting authority of this Framework Agreement is the Metropolitan City of Rome Capital.
