The subject of the tender are planning services in the scope of § 55 HOAI (Technical Equipment AG 1-8) for renovation work on the Neu-Augustusburg Castle in Weißenfels and for the creation of a modern location for the authorities.
The city of Weißenfels is the owner of the "Neu-Augustusburg" castle. As a landmark, the castle towers high above the old town of Weißenfels. It was built between 1660 and 1694 and is one of the most important and largest early baroque palace complexes in Central Germany. The castle building forms a rectangular four-sided closed courtyard of approx. 70 x 40 m with the main entrance in the northeast. In this courtyard are the main entrances for the individual palace wings.
Currently, parts of the castle are home to the municipal museum and the Lutheran castle church community of St. Trinitas Weißenfels. Parts of the castle are currently vacant and unused.
The city pursues the goal of preserving the castle as the largest historical building and trademark of the city and of bringing it to full use in the future.
The overriding goal of all measures is the creation of a modern cultural and administrative site that meets both holistic building conservation / monument preservation and usage-specific requirements. In order to achieve this objective, parts of the palace have already been renovated. With the future measures / sub-projects it is intended to structurally repair unused castle areas and in particular the south wing and to establish new uses.
In a first step, the city, as the owner of the federal funding program “National Urban Development Projects”, intends to convert the south wing of the palace into a modern location for the authorities through extensive renovation measures. This has been empty since 1990 and can no longer be used due to the structural condition. Structural safety and maintenance measures are already being implemented in this area as preparatory measures. These form the prerequisite for the necessary and comprehensive renovation measures. In terms of construction, the south wing of the castle is a three-storey masonry building with full basement and an undeveloped attic. The ceilings above the basement and above the ground floor are designed as vaulted ceilings. The existing ceiling above the first floor is a wooden beam ceiling. In the course of the roof renovation in 2002, the ceiling above the 2nd floor was made as a wooden beam ceiling.
The load is transferred on the upper floors via the outer walls and central longitudinal walls as well as the outer walls and the pillars of the vaulted ceilings in the basement. Although the roof renovation in 2002 was a major part of the renovation in the area of the south wing, the rest of the supporting structure still has an enormous need for maintenance, regardless of whether it will be used any longer. The damage patterns to be recorded are cracks in the vaulted ceilings, demolition of the vaulted ceilings from the outer walls, deformations in the wall areas.
As a prerequisite for the repair work, tie rods have been installed near the floor slabs since 2018, which take on a ring anchor function.
The gross floor area of the south wing to be redesigned is around 6,000 m
The following construction work is required:
- further static construction security work,
- repair of the facades,
- complete gutting of the interior areas,
- interior work,
- Fire protection upgrading of the building (escape routes, smoke protection doors, etc.),
- Renewal of all building services systems,
- Installation of an elevator system for barrier-free access,
- Renewal of the outdoor facilities with barrier-free access.
It is a question of the planning of a coherent renovation of the existing historical substance for future users while preserving the characteristics of the castle. Different working methods and processes require variable and innovative room concepts with modern technical equipment in which the employees can develop. The office and administration building to be planned should always be able to be adapted to the needs of its users.
Essentially, the facade and the interior of the south wing need to be sustainably renovated for barrier-free use as an administrative location.
The complex task is, in particular, to combine the interaction of the applicable building regulations and technical building regulations with the requirements of monument protection.
Barrier-free development and energy-efficient renovation will be a special matter. The monument conservation issues and objectives are to be coordinated through permanent involvement of the monument protection authority.
According to the rough cost estimate, the total investment for the measure planned for the time being is EUR 20,500,000.00 (KG 200-KG 700). The approach for cost groups (KG) 300 was estimated at EUR 10,400,000 gross and for KG 400 at EUR 5 540,000. This budget framework is the upper cost limit on which the planning services in the service profiles (§§ 34, 51, 55 HOAI) are to be aligned. The aim is to put the renovated south wing into operation in 2026.
The subject of this tender is the award of planning services for the castle renovation in the service area § 55 HOAI (AG 1-8). The commissioning of the services advertised here takes place in stages, initially the service phases 1 to 4 of the described service profile are commissioned. The commissioning of the service phases 5 to 9 according to § 55 HOAI takes place depending on the confirmation of the planning result as well as after the receipt of the positive grant notification and as soon as the allocated funds including own funds are available. If these conditions are not met, there is no entitlement to this further commissioning.
The planning task and the scope of planning can be modified spatially, structurally or temporally (enlarged / reduced) and supplemented by further measures at any time, depending on the availability of funding.
The awarding authority expects that in the event of an assignment, the project team offered to ensure the scheduling is immediately and fully available. If necessary, an increase in team strength must be ensured to ensure that deadlines are met.
