Description:
Collection and transport of municipal waste from property owners within sector IV City of Lubawa in the period from 01.01.2024. until 31.12.2026

The subject of the contract includes successive collection of municipal waste from real estate, including selectively collected waste, from owners of real estate inhabited and uninhabited in the area of the Ecological Association of Municipalities "Działdowszczyzna" throughout the duration of the contract, i.e.:

(a) paper,

(b) metals,

(c) plastics,

(d) glass,

e) multi-material packaging,

(f) biowaste,

(g) ashes from household hearths,

h) unsegregated (mixed) municipal waste,

(i) consumed electrical and electronic equipment,

(j) bulky waste.

The Ordering Party indicates that the collected waste should be transferred to: Municipal Installation – Sorting Plant in Działdowo, Municipal Installation – Composting Plant in Zakrzewo, Działdowo commune,

Municipal Installation - Landfill in Zakrzewo, Działdowo commune

Detailed description of the object of the order is Annex 1 to SWZ

The subject of the contract includes:

1) Non-segregated (mixed) municipal waste and ash from household furnaces will be collected in containers. The containers will be provided by the property owner and placed in front of the property or gazebos / garbage boxes. The waste collected in the containers will be made available for collection, in accordance with the approved schedule for the Sector.

2) Selective collection of municipal waste in the Sector will take place

from containers/bags. Bags for selective collection throughout the duration of the contract will be provided by the Contractor at his own expense. Exchange bags for owners of residential properties

In single-family buildings and owners of summer plots will be provided on a bag for bag basis.

3) Successive equipping with bags for the collection of glass, plastics and metals, paper and biowaste for each residential property and the property on which the summer house or other recreational and leisure property is located, used for part of the year in accordance with the Annex to the Detailed Description of the Subject of the Contract.

4) Delivery of waste collection schedules agreed with the Ordering Party directly to each inhabited and uninhabited property.

5) Cleaning waste collection points, if necessary, after collection.

6) When providing municipal waste collection services, the Contractor should comply with the principles of the Environmental Protection Law, the Act on maintaining cleanliness and order in municipalities, the Waste Act and executive acts.

7) In terms of maintaining an adequate sanitary condition of vehicles, the Contractor shall ensure that:

(a) the vehicles are maintained in a satisfactory technical and sanitary condition;

(b) vehicles are protected against uncontrolled escape during loading and transport.

c) vehicles are subjected to washing and disinfection with a frequency that guarantees their proper sanitary condition, at least once a month, and in the summer at least once every 2 weeks;

(d) the entity collecting municipal waste from property owners has up-to-date documents confirming the performance of the activities referred to in point (c);

e) at the end of each working day, the vehicles were emptied of waste and were parked only in the warehouse and transport base.

8) The Contractor is obliged to deliver promotional and information materials (leaflets, etc.) to property owners regarding the functioning of the waste management system in the Union provided by the Contracting Authority as necessary.

9) The Contractor is obliged to submit, within 7 days after the end of the month, monthly reports on the amount of collected unsegregated (mixed) municipal waste, the amount of bio-waste, ashes and the amount of collected segregated waste.

10) The Contractor is obliged to provide reports which properties do not comply with the obligation to separately collect waste together with documentation confirming this fact.

11) It is forbidden for the contractor to mix separately collected municipal waste with mixed municipal waste collected from property owners, as well as to mix individual fractions separately collected among themselves.

(12) The contractor shall be prohibited from mixing municipal waste collected from property owners

from the area of the waste handling sector from other sectors.

Requirements for employment based on an employment relationship, in the circumstances referred to in Article 95, where the contracting authority provides for such requirements

1. Pursuant to Article 95(1) of the Public Procurement Law, the contracting authority requires that persons participating directly

in the performance of the contract, i.e.: coordinator, loader, category B and C driver, which perform the work

in the manner specified in Article 22 § 1) of the Act of 26 June 1974 – Labour Code, were employed by the Contractor on the basis of an employment relationship. This obligation also applies to subcontractors
