Two (2) different suppliers are selected under the framework arrangement.

For individual contracts below the national threshold of the Procurement Act (1397/2016), the acquisition is made from a service provider selected for the framework arrangement at the discretion of the subscriber.

The choice of a service provider is influenced by destination, such as the timetable for acquisition,

Specific competence required by the nature of the order, the resources and other availability of the service provider, the passivity of the service provider to contact the subscriber, the late existence of previous orders for reasons arising from the service provider, and any reclamation of the service provider.

During the contract period, procurement exceeding the national threshold of the Procurement Act (EUR 60 000 at the time of competition) shall be made in order based on the competition of the Framework Arrangement or using lightened competition (called mini-competition).

In mini-competitions, calls for tenders are sent to all service providers selected as contracting partners of the Framework Arrangement.

The reference basis for a mini competition is always the overall economic affordability, the criteria of which are specified in the bid for the mini-competition.
