Earthquake 2016 – Intervention of "Repair of the damage and seismic improvement of the building of the Liceo magistrale "A. Pieralli" of Perugia" (ex Ordinance of the Extraordinary Commissioner n. 33/2017)

Open procedure above the Eurounitary threshold pursuant to Article 71 of Legislative Decree 36/2023, with application of the criterion of the most economically advantageous offer identified on the basis of the best value for money, pursuant to Article 108 of Legislative Decree 36/2023 carried out electronically "IDO" pursuant to Article 29 of Legislative Decree no. 36/2023 through the electronic trading platform "Portale Umbria Acquisti" (also called "Net4market" or simply "platform" in the following this announcement), accessible at the following link: https://app.albofornitori.it/alboeproc/albo_umbriadc for the assignment of works in ordinary sectors of estimated amount above the Community threshold relating to: Intervention of "Repair of damage and seismic improvement of the building of the Liceo magistrale "A. Pieralli" of Perugia", as better identified in the technical acts of the tender. The entire procedure was subjected to the High Surveillance Presidium by ANAC.

The notice concerns: public works contract, entirely custom-made, with a single non-divisible lot.

Seismic events 2016 – Repair of damage and seismic improvement of the building of the Liceo Magistrale "A.Pieralli" located in Via del Parione, Perugia – Extraordinary Commissioner Ordinance n.33 / 2017 (O.C.n.109 / 2020) – Imp. Prog. € 8.006.538,67 (of which public part Imp. Prog. € 7.430.304,71 and private part project amount € 576.233,96)- Approval of the Executive Project and authorization to contract - CUP J99F19000020001- CIG public part A000AA9CDA - WHICH: L00443770540201900005. Regarding the application of the CAM requirements, please refer to the project annex RT08_32_4965.

Quantity or total amount of the contract: €. 6,223,752.84 - plus VAT, of which:

• €. 4.248.631,00 for works (amount subject to percentage reduction)

• €. 300,821.95 provided for security costs NOT subject to reduction, as indicated by the Special Tender Specifications.

• €. 1,674,299.89 provided for the cost of labor NOT subject to reduction, as indicated by the Special Tender Specifications.

The total amount is net of VAT.

The contract is financed with funds from earthquake reconstruction 2016:

- for the intervention on the private part: USR Umbria Executive Decree n.90 of 24/02/2023

- for the intervention on the public part: USR Umbria Executive Decree n.232 of 05/04/2022 and n.167 of 30/03/2023.

CLASSIFICATION OF WORKS AND SPECIAL QUALIFICATION REQUIREMENTS

Tailor-made processes of which the intervention is composed:

-OG2 "Restoration and maintenance of real estate subject to protection" € 5,157,055.05 with mandatory SOA OG2" for classification V ^ or higher (but, Note: in the case of qualifying subcontracting of cat. separable OG11 for lack of possession of the same, the qualification is required in cat. prevailing OG2 for classification at least VI ^);

-OG11 "Technological systems" €. 1,066,697.79 with mandatory SOA OG11 for classification II^ or higher.

Prohibited use pursuant to art. 132, paragraph 2, of Legislative Decree no. 36/2023.

Subcontracting c.d. cascade prohibited.

As indicated above, labor costs, estimated at € 1,674,299.89, and additional costs of security from PSC, equal to € 300,821.95, are NOT subject to reduction.

The collective agreement applied to employees employed in the contract in question is:

- for category OG2 – national collective agreement for the construction sector

- for category OG11 – national collective agreement in the metalworking sector

The contract is divided into a public part, and a private part, with respective sources of financing and ordinances: the accounts of the contract will be conducted separately for the public part and for the private part.

The contract will be governed by a contract stipulated between the Province of Perugia and the contractor and by a specific contract, concerning only the private part, stipulated between a private subject, the legal representative of the PARISH OF SANTO SPIRITO IN PORTA EBURNEA (Perugia), and the contractor.

The contractor must submit separate invoices: for the public part made out to the Province of Perugia, and for the private part made out to PARROCCHIA DI SANTO SPIRITO IN PORTA EBURNEA (Perugia).

The general characteristics of the work, nature and extent of the services, are indicated in detail in the Special Tender Specifications, in the other technical documents as well as in the Tender Regulations, available as indicated in point I.3 above.
