The contracting entity wishes to re-tender the operation, maintenance and further development of existing system complex GLR/CHR, to enter into an agreement on operation, maintenance and further development of GLR/CHR and its underlying subsystems and applications.
The delivery to be purchased consists of the following main components:
1) Establishment and Transition of the Platform and preparation for Operation of the System Complex
2) Operation, Maintenance and Further development of the GLR/CHR system complex
The GLR / CHR system complex is an extremely important and business-critical one for the Contracting Entities.
CHR is further categorized as a socially critical system.

Glr/CHR is a system set up to fulfil Denmark's obligations under Council Regulation 3508/92 of 27 November 1992 establishing an integrated administration and control system for certain Community aid schemes, as amended.
Today, GLR/CHR consists of the two registers GLR and CHR with a number of other subsystems and applications. The System Complex also includes Integrations (database links, web services and FTP solutions), to and from systems that are not covered by the System Complex. GLR/CHR has been developed continuously since its establishment in 1993.
GLR is the Danish Agricultural Agency's central database for registration of agricultural holdings and agricultural areas. The purpose of GLR is to collect data on agricultural holdings and areas centrally so that these can be used across the Ministry for administration, research and for use in exchanging data with other public authorities. The legal basis for GLR is primarily EU legislation as well as national legislation concerning fertilisation and organic farming. GLR is business critical.
CHR is the Danish Veterinary and Food Administration's central database for registration of herds and livestock. The purpose of the CHR is to be able to provide rapid and effective contact tracing in the event of outbreaks of infectious livestock diseases such as foot-and-mouth disease or swine fever. Furthermore, a number of diseases are monitored in order to avoid disease outbreaks in humans and animals.
GLR/CHR System complex. CHR is a critical system in terms of preparedness. GLR is business-critical.
