SD will carry out an external review to thoroughly review the reasons why Follobanen had to be closed shortly after opening on 11 December 2022. The purpose of the review is to obtain a complete picture of the incidents and reasons and assess necessary measures to avoid such a thing happening again.

The review will include both the course of events leading up to the incident that led to the track having to close and assess Bane NOR's handling of the situation that arose after the incident and up to the track opening. The review will assess project management in Bane NOR SF (Bane NOR), including the systems and culture for managing risk/deviations and sharing information, and practical compliance with these.

The review will be delivered as a report to SD and presentations of the report. A first draft of the report must be submitted by 1 June 2023, and the final version must be submitted by 22 June 2023.
