KID Magdeburg GmbH (KID) provides information technology and consulting services as an IT service provider to the state capital Magdeburg (LH MD) and the municipal IT UNION eG (KITU) and members of KITU. The provision of the services provided by the KID for KITU is subject to constant change. This can also depend on the respective member requirements as well as on the technology available on the market.
It intends to bid out a framework contract with an economic operator, which is concluded with the KID and serves to cover the needs of KITU members a framework agreement for the supply of educational software for teaching control. The need will arise in schools in particular. The framework agreement is designed in particular to meet the needs of the implementation of the “Directive on granting grants to promote access to information and communication technologies” in relation to computer-based teaching. The framework agreement is intended to take into account the regular changes in the requirements placed on the KID and its customers. The goal is a partnership between the KID and the contractor during the contract period in order to meet the challenges associated with the change.

The software is primarily intended for use in general and vocational schools in Saxony-Anhalt.
With the DigitalPakt Schule, the federal and state governments want to make schools better equipped with digital technology. In order to achieve this goal, the federal and state governments have signed the administrative agreement for the Digital Compact. The Bundestag and the Federal Council had previously amended Article 104c of the Basic Law, thus creating the constitutional basis for the School Digital Compact. The digital pact is financed by the digital infrastructure fund, a special fund that was formed at the end of 2018.
Investment measures in school buildings and school grounds are supported, including planning, procurement, construction and commissioning. The digital pact will focus on the cabling of school buildings and grounds as the focus of future funding, as well as the complete networking of the respective school complex (e.g. using school WLAN). In addition, the acquisition of presentation technology, digital work devices and end devices is supported.

Purchasing obligations are excluded, i.e. the KID is free to decide on the scope and duration of the service calls.
KITU is a cooperative for municipalities and municipal units in Saxony-Anhalt whose objective is to purchase IT services, provide IT-specific consulting services for its customers and to efficiently design the procurement processes in the IT area through its subject-specific know-how. KITU currently has 85 members. The circle of KITU members may change during the contract period (expected to expand). Local authorities under public law can acquire membership as well as their legally independent institutions and companies in which no private capital is involved, which do not operate commercially on the market and are classified as contracting authorities within the meaning of antitrust law.
The allocation procedure includes an educational interface/software for teaching control based on Windows systems as well as German-language support for 4 years. As part of this call for proposals, a framework contractual partner is to be found who provides the requested services comprehensively and competently within the framework of a long-term partnership.
