By establishing a DAS, the IFV intends to fulfill the need for the temporary hiring of interim staff. There is no obligation for the IFV to have all temporary temporary staff hired through the DAS. Sometimes other instruments are more effective or efficient or inspired by IFV's own policy. Other instruments can therefore be used to provide temporary external personnel such as framework agreements or private procurement procedures. In short: there is no exclusivity for the use of the DAS.

When setting up the DAS, the procedure is followed as described in the amended Procurement Act 2012 § 2.2.3.4. Procedure for a dynamic purchasing system.

The expected starting date is 15-3-2019.
