Description:
Conducting ticket control in local public transport vehicles of organizations. by ZTM in Gdańsk together with the collection of receivables for driving without a ticket or without a valid ticket. ticket-in the years 2024-2027

1. provide by the Contractor in the name and on behalf of Zamaw. on the territory of m. Gdańsk and neighbouring municipalities, on the basis of inter-municipal agreements, services in the field of:

1.1. Lead. document control. transport and control of the application of conditions of carriage of animals and goods in public transport vehicles collection. organizations. by Zamaw.;

1.2. Download. additional charges and transport charges for travel without a ticket or without a valid ticket, for lack of documentation. Crop. for reduced or free travel, for violating the regulations on taking animals and things with you to the vehicle and for stopping or changing the route of the vehicle, as well as handling fees for canceling surcharges. from passengers to whom requests for payment have been issued;

1.3. Lead. recovery of receivables due to non-regulation. fees specified in point 1.2. and lead. recovery of unfinished cases from the currently ongoing until 31.12.2024 debt collection contract. surcharge. on the terms described in §10 of the Agreement.

Detailed OPZ is specified in the SWZ.

The subject of the Order is:

1.1.Lead. control of transport documents and control of the application of the conditions of carriage of animals and goods admitted for carriage on detailed terms - without observing these conditions in public transport vehicles organized by Order. The Contractor undertakes to move. ticket inspections in public transport vehicles at least 10,000 (ten thousand) times a month (number of entries to vehicles of a group of controllers), but not more than 125,000 (one hundred twenty five thousand) per year.

1.2. collecting additional fees and transport charges for travel without a ticket or without a valid ticket, for the lack of a document entitling to reduced or free travel, for violating the provisions on taking animals and goods admitted for carriage on detailed terms to the vehicle - without observing these conditions and for stopping or changing the route of the vehicle, as well as handling fees for cancelling additional fees from passengers, to which requests for payment have been issued,

1.3.Lead. debt collection and enforcement of receivables for non-payment of fees specified in point 1.2. and conduct. recovery of unfinished cases from the contract for the recovery of additional fees currently ongoing until 31.12.2024 on the terms set out in § 10 of the agreement,

The scope of work:

a) the number of receivables arising in the period from 1.01.2021 remaining in recovery as at 23.05.2023:

-23 307 items of requests for payment unpaid and partially paid without a lawsuit and an application to a bailiff (including persons without an address and considered irrecoverable),

-15 854 cases referred to court, unpaid and partially paid without an application to a bailiff,

b) 12 207 cases referred to the court unpaid and partially paid, which were referred to a bailiff,

c) the current monthly number of inspections is 9 067 units, while the monthly number of persons punished is: 3 384

d) the debt collection rate in 2022 was 78%

1.4. Handling complaints, cancellations and complaints of passengers regarding control activities. Order. It estimates about 250 complaints per month.

1.5.Prepared. document. regarding the granting of reliefs in the repayment of receivables of GM Gdańsk, in accordance with Resolution No. XLVII/1430/18 of the Gdańsk City Council of 22 February 2018 on the detailed rules, method and procedure for cancelling, postponing or spreading in instalments the repayment of civil law receivables attributable to GM Gdańsk and its subsidiaries, the conditions for the admissibility of state aid in cases where the relief will constitute state aid and indications of bodies or persons entitled to granting discounts,

1.6.Execution appendix. activities related to conduct. ticket control such as: providing information and explanations to questions asked by passengers, checking the authenticity of tickets, city cards and documents entitling to reduced or free travel presented by passengers, calling law enforcement authorities in the case of passengers violating order or tariff regulations in the vehicle or with the ongoing management of public transport, e.g. providing information and directing passenger traffic during collective and other events the circumstances in which special communication is organized.

1.7. performing other activities indicated in the SWZ, including the draft contract.

1.8.The Contractor is obliged to maintain a permanent customer service point. The customer service point should be located in the area of the center of Gdańsk, Śródmieście, but not more than 1 km from the "Gdańsk Główny" Railway Station. The reference point of the Railway Station (2 Wały Jagiellońskie Street) is a place with the following parameters: latitude: 54.354855, longitude: 18.645588,

1.9. Installation and implementation of software dedicated to handling debt collection due to issued requests for payment, which is specified in Appendix 2 to the Agreement
