East Lancashire Hospitals NHS Trust require a provider to supply a clinically led benchmarking system that provides access to and benchmarking of timely detailed national health intelligence and market assessment data with which to monitor, compare and evaluate service provision, care quality, market assessment and competitor analysis for a minimum of 2 years with the potential for extension to

4 years. As a minimum, the service should provide comparative data relating to mortality, morbidity, acute hospital activity, primary care service demand and service referrals, quality of care indicators and Trust performance.

The service should identify and pre-empt potential clinical or operational performance issues with alert mechanisms based on agreed KPI thresholds. The provider must work with the Trust to tailor the product to the Trust requirements, and support integration of the tools into the Trusts current and planned business intelligence service in order to ensure that we are able to maximise value of the system with clinical and managerial staff fully utilising the information to inform and drive service improvement and development.
