The market is not alloti for the following reasons:
- the devolution in separate lots is likely to restrict competition given the lack of insurers with the capacity to respond to such a limited workforce for civil servants only,
- The devolution into separate lots is likely to render the performance of the services financially more costly given a low premium base for civil servants: the OPAC has 25 out of a total staff of about 400 people.
