4.1. The subject of the contract is the delivery and installation of 87 sets of photovoltaic installations, 1 bioms boiler and 1 heat pump set in single-family houses of residents of the Nowosolna Municipality. The subject of the contract is the preparation of technical documentation and then on its basis the delivery, assembly and commissioning of 87 sets. photovoltaic sets with three power levels – 3.24 kWp, 4.32 kWp and 5.04 kWp. Photovoltaic installations will produce electricity for the user's own needs. In addition, it is the contractor's side to prepare the necessary as-built documentation and to prepare and submit to the local power plant applications for the installation of two-way electricity meters.

4.2. In addition, the subject of the contract shall include the supply, installation and commissioning of one biomass boiler and one heat pump set.

4.1. 4.2. In addition, the subject of the contract shall include the supply, installation and commissioning of one biomass boiler and one heat pump set.

4.3. A detailed description of the subject of the order is included in the Functional and Utility Program constituting Annex No. 2a to the SWZ.

4.4. The delivery includes brand new and unused equipment. The Contractor will provide reception, training and instruction of users in the price of the offer.

4.5. The Ordering Party requires a 10-year warranty on the mounting structure for photovoltaic modules.

4.6. The contractor should foresee and value in its offer that about 10% of the installation will be installed on the ground.

4.7. The Ordering Party does not allow the possibility of submitting partial tenders (the order is not divided into parts due to the fact that the subject of the contract is one inseparable whole and cannot be divided into parts for technical and functional reasons).

4.8. Delivery of equipment should be understood as delivery at own expense and risk of the subject of the order required by the Ordering Party, its installation in the place indicated by the user along with the commissioning of all devices with checking their correct operation and giving them the right configuration and training of the user.

4.9. Delivery of the subject of the contract co-financed under the project: "Increasing the production of energy from renewable sources in the municipality of Nowosolna-stage II" from the European Union funds under the European Regional Development Fund of the Łódzkie Voivodeship for the years 2014-2020.

4.10. The Ordering Party does not provide for the possibility of submitting variant offers.

4.11. The Ordering Party does not intend to conclude a framework agreement.

4.12. The Ordering Party does not intend to establish a dynamic purchasing system.

4.13. The Ordering Party does not intend to select the most advantageous offer using an electronic auction.

4.14. The Ordering Party allows the possibility of submitting equivalent offers for individual items of the subject of the contract. An equivalent offer is an item with the same or better technical, quality and functional parameters that meets the minimum parameters specified by the Ordering Party in Appendix 2 to the SWZ (Assortment and price sheet). In such a case, the Contractor is obliged to present together with the offer a detailed specification, in which it will appear without the Doubts of the Ordering Party that the offered assortment is of the same technical, quality and functional parameters in relation to the assortment specified by the Ordering Party in the description of the subject of the contract. The Ordering Party informs that if the description of the subject of the contract includes trademarks, an equivalent offer is considered to meet the parameters of the individually indicated assortment specified by its manufacturer.

4.15. In accordance with Article 139 of the Act, the Contracting Authority will first examine and evaluate the tenders, and then make a qualitative qualification of the contractor whose offer will be the highest rated, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.
