Measure "New Paths - New Opportunities"

The subject of the measure pursuant to § 16 SGB II in conjunction with § 45 para. 1 sentence 1 no. 1 SGB III is the combination of elements for introduction to the training and labour market as well as the identification, reduction or elimination of barriers to placement.

As a rule, the target group is employable beneficiaries who have submitted an application for citizen's allowance and are not yet classified as being close to integration. Another target group are Ukrainian refugees who are receiving citizen's allowance for the first time.

An assignment takes place after an initial consultation by the user.

In addition, participants who do not have sufficient data can be assigned if necessary, e.g.

- existing customers without profiling,

- employable beneficiaries who move into an existing community of needs or

- Newcomers from other cities who were already receiving benefits under SGB II.

The measure is divided into a one-week basic module, which is the same for all participants, and two different advanced modules. The advanced modules are assigned to the RVA logic of the job center. There is an advanced module for "Establishing competitiveness" and an advanced module for "Establishing process capability". There is a separate module for new Ukrainian refugee customers.

The modules start on Mondays and last 5 or 10 working days and are offered in the mornings (8:45 a.m. to 1:00 p.m. as 5 teaching units).

The aim of these various modules is, among other things, to uncover the customer's personal resources, professionally relevant skills and abilities, competences, wishes, interests and inclinations. This measure is the first impression of the measure landscape and the JobCenter Essen. Therefore, it is important that all participants understand that a citizen's allowance is not a permanent life situation. All job-relevant data must be recorded so that the JobCenter's integration specialist (IFK) can develop a career perspective with the customer and make it easier to record data at the JobCenter Essen. Furthermore, the sponsor must ensure that the customer remains motivated to participate in further measures and further training measures.

The measure lasts between one and three weeks and includes the following modules/contents:

In each module, additional one-on-one interviews are offered.

A transition into the basic module will be possible for 15 participants at a time, which corresponds to a total of 750 participants for 50 calendar weeks (excluding Christmas and New Year's Eve weeks). The two advanced modules each have about 7 participants, so that a total of about 660 admissions can be expected. About 15 customers can join the module for Ukrainian refugees on each start date. A total of approx. 390 entries can be expected during the contract period.
