The market involves the digitization of photos for the personalization of Vitale® cards, by processing files sent by social insureds and health insurance organizations. Services include checking a photo and civil status by comparing information on a form and a photocopy of identity document, computerized management of the causes of rejection and desktop publishing of "rejection" letters for the insured and health insurance organizations. They also include the storage and provision of digitized data, the archiving and destruction of documents, the IT means of communication with the information systems of health insurance bodies as well as the expressed technical assistance services. in the form of work units. The services covered by this contract are divided, in accordance with the provisions of articles R. 2113-4 to R. 2113-6 of the public procurement code, into:

- 1 firm tranche having as its object the establishment of the infrastructure necessary for the digitization of photos for the Carte Vitale,

- 1 optional tranche having as its object the maintenance in operational condition of this same infrastructure, the production of the digitization of photos and associated services for the production of the Vitale card. The Sesam-Vitale GIE is only engaged on the firm phase of the market whose commencement of execution is subject to notification of the market. The execution of each optional tranche is subject to a unilateral decision of GIE Sesam-Vitale, which is notified to the holder by service order during the execution of the contract. The holder undertakes to execute the optional tranche if it is strengthened. Regardless of the date on which the decision to strengthen the optional tranche is made by the Sesam-Vitale EIG, no standby allowance is paid to the contract holder. If the optional tranche is not strengthened, the market can be unilaterally terminated by the GIE Sesam-Vitale, without the holder being able to claim any compensation for withdrawal.
