The subject of the selection procedure is the commissioning of non-profit organizations or associations with the provision of emergency rescue services and special needs in the urban area of the independent city of Bochum.

The assignment should be based on a public law contract in accordance with § 13 RettG NRW.

For the proceedings, the city of Bochum claims the area exception pursuant to § 107 (1) No. 4 GWB.

It is expressly not an open procedure but an administrative selection procedure pursuant to Section 26 (1) of the KomHVO, since in the present case special circumstances justify an exception to the implementation of a public invitation to tender or a restricted invitation to tender with competition.

There is no claim to compliance with provisions of the (EU) procurement law. These are expressly not the basis of the selection process, including the provisions of the GWB, VgV or UVgO.

The contractor shall provide the appropriate non-medical personnel to the extent required to fill an ambulance for 24 hours / 7 days.
