The eight cooperating municipalities in Rivierenland want residents who are hampered by insufficient mastery of basic skills from participating fully in society can continue to use a diverse and appropriate offer to improve their basic skills. Within the Rivierenland region, we want to offer this support by offering formal language trajectories in addition to non-formal activities.

The purpose of the present tender is to contract one party that can provide formal adult education to the labour market region Rivierenland in accordance with the wishes of the Contracting Authority. Together with regional partners, the municipalities in Rivierenland want to reduce low literacy and prevent them where possible.

Together with regional partners, the municipalities in Rivierenland want to reduce low literacy and prevent them where possible. This fits in with the development that society is increasingly developing towards more self-reliance and participation. One of the most fundamental conditions for sustainable employability in the labour market, citizens' self-reliance and the prevention of social exclusion is literacy. Because people who have difficulty reading and writing themselves do not sign up so quickly (often also out of shame), we involve institutions in our approach where low-literacy can be identified and attention is paid to referral.

In view of the priority target groups described below and the desire to make adult education an integral part of municipal policy in the social domain, the concrete objectives are:

Improving the basic skills of job seekers to increase their job market opportunities;

Improving the basic skills of parents of young children to break the circle of low literacy;

Improving the basic skills of citizens with debt so that they are better able to conduct their own (financial) administration;

Improving the basic skills of the elderly, so that they can live independently longer.
