OED needs external assistance with ongoing financial advice, economic analyses/valuations, process design and progress, as well as tactical assessments in order to see to the government's interests in the reversionary right for concessions within gas transport.

The Ministry would like to enter into a contract for such assistance with one tenderer. The expected start-up is as soon as possible and the duration will be until the work has been completed.

The financial scope of the assistance contract will be up to NOK 5,000,000 excluding VAT for the entire contract period. The scope and duration of the need is uncertain and will be a function dependent on what degree the explorations give a basis for further dialogue with the companies, and what questions and problems arise in the process.

There will not be a purchase obligation for the contracting authority under the assistance contract, and the assistance contract is not exclusive.

The invitation to tender was published in accordance with the Public Procurement Act and the Public Procurement Regulations, Part I and Part III in accordance with the procurement procedure for an open tender contest, cf. the the Public Procurement Regulations § 13-1 (1). The contracting authority only received unacceptable tenders. Therefore, the Contracting Authority is holding a tender contest with negotiations without a prior publication, c.f. the Public Procurement Regulations § 13-3 letter a.
