The subject of the contract is the collection and management of municipal waste from property owners residing in the Tyczyn Commune and the provision of a Selective Municipal Waste Collection Point in the period from January 1, 2024 to December 31, 2024. The contracting authority divides the contract into two lots/tasks. A bid can be made for a selected number of parts/tasks. A detailed description of the subject of the contract is included in the order documents (SWZ with attachments) posted on the website of the proceedings.

The scope of the contract includes:

1) Receiving the following types of municipal waste generated in the territory of the municipality of Tyczyn from the owners of the property on which the inhabitants reside:

(a) other mixed waste;

(b) segregated municipal waste (glass, waste paper, metals, plastics, multi-plant packaging, municipal waste biowaste, slag and ash);

c) other waste (expired medicines, used batteries, renovation, construction and demolition waste from households, carried out by the property owner on their own, for the performance of which it is not necessary to obtain a building permit, or for the performance of which no notification to the architectural and construction administration is required, waste electrical and electronic equipment, bulky waste, used tires).

2) Management of collected municipal waste in a manner consistent with the regulations in force in this respect.

3) Achieving certain levels of preparation for re-use and recycling of municipal waste, as well as reducing the weight of biodegradable municipal waste sent to landfill.

4) Keeping records related to the activities covered by the contract.

5) Control of property owners in the scope of collecting municipal waste in a manner inconsistent with the Regulations for maintaining cleanliness and order in the municipality of Tyczyn.

6) Equipment on notification by the resident, the property with containers and bags for collecting waste – sale or conclusion of a container rental agreement with the owner of the property.

A detailed description of the subject of the contract and the method of execution of the order shall include the Description of the Order Subject (OPZ), which is Annex 2 to the SWZ.

The subject of the contract is the provision of the service of accessing, handling, collecting and managing segregated municipal waste delivered by the residents of the Tyczyn Commune to the Point of Selective Municipal Waste Collection (hereinafter referred to as PSZOK). The location of the Selective Municipal Waste Collection Point from the border of the Tyczyn commune may not exceed 14 km.

In the PSZOK made available, the Contractor will accept from the residents of the Tyczyn Commune, without charging additional individual fees, selectively collected municipal waste generated in households and including:

1) paper waste, including cardboard, paper packaging waste and paperboard packaging waste,

2) metal waste, including packaging waste from metals,

3)plastic waste, including plastic packaging waste

4) multi-factory packaging,

5) Glass waste including packaging waste from glass,

6) biowaste constituting municipal waste,

7) ash and slag,

8) furniture and other large-sized waste,

9) consumed electrical and electronic equipment,

10) worn tyres,

11) renovation, construction and demolition waste from households, carried out by the property owner on their own, for the performance of which it is not necessary to obtain a building permit, or for the execution of which no notification to the architectural and construction administration is required

12) spent batteries and batteries,

13) expired medications,

14) hazardous waste, chemicals, mercury-containing waste (thermometers, mercury lamps, fluorescent lamps), organic solvents, cleaning agents, etc. and their packaging, plant protection products (insecticides and herbicides, etc.) and their packaging, residues of paints and varnishes, adhesives, preservatives and wood preservatives, etc., aerosol packaging, residues of household disinfectants, used lubricating oils, metal preservatives, etc., various chemical reagents, e.g. photographic with packaging, expired medicines,

15) waste ineligible as medical waste, resulting in the household as a result of taking medicinal products in the form of injections and monitoring the level of substances in the blood, in particular needles and syringes.
